The empirical odds of an individual starting pitcher throwing a perfect game in a Major League Baseball contest are approximately 1 in 18,200. Because there are two starting pitchers in every game, the odds of seeing a perfect game occur during any single matchup sit at roughly 1 in 9,100, or about 0.01%.
The extreme rarity of the feat is clear when looking at the numbers from the modern era:
The Record: There have only been 24 verified perfect games in over 140 years of AL/NL history.
The Volume: Those 24 games emerged from more than 240,000 total games played.

"28 Outs" refers to the infamous June 2, 2010 baseball game where Detroit Tigers pitcher Armando Galarraga was denied a perfect game by a controversial missed call on what should have been the 27th out. Umpire Jim Joyce erroneously ruled the 27th batter safe, extending the game to 28 outs.
The blown call became a flashpoint that accelerated Major League Baseball's adoption of instant replay. The play is often cited as a demonstration of incredible sportsmanship, as Galarraga reacted without anger and accepted the umpire's apology
